Julien Anfruns, a public law attorney, is head of the Public Business and Environmental Law department at the law firm Carlara Avocats. He is a former member of the Council of State, where he served as a judge in the 9th Chamber of the Litigation Section (taxation, energy, public business law) and advised the government in the Administration Section (primarily the Ministry of the Economy and Finance, the Ministry of the Civil Service, and the Ministry of the Armed Forces).
A graduate of ENA and Sciences Po Paris, and specializing in CSR at CentraleSupélec, his career has led him to leadership positions in international industrial groups, particularly in CSR, environmental, and circular economy matters. His extensive experience in the senior civil service and government makes him an expert in regulatory affairs. He is also a certified CSRD auditor.
Deeply committed to culture and philanthropy, he served as Legal and Financial Director of the Louvre Museum, participating in major intellectual property projects such as the Louvre Abu Dhabi negotiations, the filming of The Da Vinci Code, and reforms to patronage. At the government's request, he participated in the international mission to introduce legislation on endowment funds in France and currently advises clients on patronage, the creation of foundations and endowment funds, and the non-profit sector.
Julien Anfruns has also advised several foreign governments on public law and judicial ethics, including Tunisia and Indonesia, and was a lecturer at Sciences-Po (2003-2008).
